Magento theme file folder structures are divided into two areas in the main folder. The “app” folder area and the “skin” folder area. The “app” folder area is the secure area containing the layout and template files, while the “skin” area is the less secure area containing the css, images, and javascript files. Whenever you create a new theme you have to create duplicate identical set of folders in both areas.
